カナダのQuebecnにあるDawson Collegeのホームページ(https://www.dawsoncollege.qc.ca/liberal-arts/)からです。この大学は行ったことはありませんが、とても知的でしかも温かみのある印象を受けます。

この大学の説明の一部ですが、the liberal artsはいつも複数です。二段落目では二年間のLiberal Artsというひとつのプログラムとして固有名詞で使われ、単数で扱われています。

The liberal arts are based on the belief that disciplined learning builds one’s personal intellectual life and career. In medieval universities, the seven liberal arts were grammar, logic, rhetoric, arithmetic, geometry, music and astronomy. While the modern liberal arts are conceived somewhat differently, they pursue the same tradition of ordered learning to cultivate the mind.

At Dawson College, Liberal Arts is a two-year honours pre-university program. The carefully constructed curriculum is composed of required courses and seminars in classics, English, history, humanities and philosophy, as well as options in other disciplines.

the (seven) liberal　artsとは、ヨーロッパ中世（the Middle Ages:狭義では、１１−１５世紀くらいまでの期間）において、自由人が持つべき技術芸術の知識と技能と考えられ、大学で教えられました。この自由７科目は、実利的な学問と対比され、本物の哲学者になるために必須の学問として古代ギリシャのプラトンやアリストテレスによって提唱されたようです。
下記の説明にあるように、単なる有用で実用的な知識や技術と対比されています。
liberal artsと対比され、下賎の技能としてvulgar artsとかservile artsという言葉が用いられます。

最後の文では、Philosophy was called the liberal art par excellence.となっていますから、この場合は、哲学が一つの学問として独立して扱われています。

現在では、the liberal artsは一般教養と訳されています。
