公務員の英訳は一昔前、すなわち１９８０年代頃までは、public (civil) servantsと習ったものです。servant というと、召使いという意味を思い浮かべてしまいますので、なんとなくいいのかなという気持ちがありましたが、英語の二つ目の意味としては、召使というよりも神などへの「奉仕者」（研究者大英和）a person employed in the service of a government(COB)などとありますから、使って悪いことはありません。特にcivil servantsとすれば、「単なる公僕ではなく、公務員」の意味がはっきりしますので、私自身はそちらを使うようにしたいと思います。

また、最近の和訳を見ると、national /local government employee/worker/officialなども見つかります。
単にpublic servantsとすると、「公僕」などという日本語があって、この語感がよくありませんから、そういうところから、別の語句が使われる場合もあるのだと思われます。ですから、県職員は分かりやすい表現ですと、公務員という名詞を使わずに、

I work for the prefectural government.

でよいわけです。でも、地方公務員ででもあるわけですから、

I am a public servantなどと言ってもよいことになります。それで、 もし付け加えたければ、次のように言ったりできます。

I am a local civil servant.と言い直したり、I work for the department of agricultural land maintenance at the Joint Civil Service Complex.（合同庁舎の農地整備課というところに勤めています。）

I work to maintain the quality of farmland and protect farmers’ vegetable and rice fields. （complexはいくつかのビルやマンションの集合体や異なった官庁の入った建物のことです。）

公立学校の教員も地方公務員ですから、「私は地方公務員です」と言ってもよいのですが、誤解されるといけませんので、最初からI am a teacher. I teach at S-Minami High School.などと言ったほうが変なやつと思われないでしょう。

civil servantについては、辞書の定義は次のようなものがあります。civil serviceというのが抽象的すぎて分かりませんが、いわゆる国や県、市町村などの公共団体での仕事ということです。つまり、その国や地域の発展と平和のために様々な計画を立て、実施することです。税金を徴収するのもそうです。公務員の給料はそうした国民、市民、町民、村民の税金から支払われます

Officially, any one who is employed under the Public Service Act is a public servant. Everyone from the head of a Department or Ministry right down to the person who sorts the mail is a public servant.

People who work for city councils, town councils or shire councils are not public servants. �
